Right now in Syracuse
- ZTL Ortigia …
- Aree pedonali di Ortigia (Piazza Duomo, Piazza Minerva, Lungomare Alfeo…) …
- Area pedonale Piazza Pancali – Via Trento …
Worked out with Italian time and public holidays from the official hours. The sign at the gate always prevails. How to recognise an active varco.
Syracuse has a single ZTL, and it sits on an island: Ortigia, the old town, joined to the rest of the city by two bridges. Which bridge you take makes all the difference. The Ponte Santa Lucia leads straight to a camera; the Ponte Umbertino brings you onto the part of the island left outside the ZTL, where you can drive freely to the Talete car park. Piazza Duomo, Piazza Minerva and the Giudecca, on the other hand, are beyond the cameras.
The other quirk is the rhythm: on weekdays the zone closes twice a day, with a break in mid-afternoon, then reopens at 2 am. That rhythm changes often, which calls for some caution, explained below.
The zones and their hours
ZTL Ortigia
The part of the island beyond the Ponte Santa Lucia, Via dei Mille, Via XX Settembre and Largo Forte San Giovannello. Parking is banned at all hours, even when the ZTL is off, except in the yellow bays for permit holders, and cars are towed. The three cameras listed are those named in the 2016 order; no later document has recounted them.
It is active at these times:
- Every day except Sundays, 11:00 to 15:30.
- Every day except Sundays, 17:00 to 2:00 the next day.
- Sundays and public holidays, 10:00 to 2:00 the next day.
Outside these hours, access is free.
3 number-plate cameras (“varchi”) watch the entrances.

Ponte Santa Lucia (angolo Riva della Darsena) · Via Vittorio Veneto (angolo Largo Forte San Giovannello) · Via dei Mille (angolo Piazza E. Pancali)
Aree pedonali di Ortigia (Piazza Duomo, Piazza Minerva, Lungomare Alfeo…)
Thirty-five streets and squares inside the ZTL that are closed to cars altogether, including Piazza Duomo, Piazza Minerva, the Lungomare Alfeo and Via Cavour. An ordinary ZTL permit is not enough: only emergency services, vehicles carrying disabled people, taxis serving the street, horse-drawn carriages and a few specific permit holders (private garage, a 10-minute stop for residents of the street) may go through. The documents do not say whether they have cameras of their own.
It is closed to unauthorised vehicles 24 hours a day, every day, Sundays and public holidays included: there is no quiet hour when you could slip through.
Area pedonale Piazza Pancali – Via Trento
The threshold of the island on the Ponte Umbertino side (Piazza Pancali between Via Trieste and Via Trento, then Via Trento as far as Via Lanza), pedestrianised in May 2025. It lies in the free part of the island, outside the ZTL, but is still closed to cars. How it is enforced has not been published.
It is closed to unauthorised vehicles 24 hours a day, every day, Sundays and public holidays included: there is no quiet hour when you could slip through.
Who can drive in
- Motorbikes and scooters: same rules as cars.
- Disabled parking badge: the number plate must be reported before you drive in or within 48 hours afterwards. See also the guide to disabled badges and ZTLs.
- Electric cars: allowed once the number plate has been registered with the city. Every city's rules are compared in our guide to electric cars and two-wheelers.
- Hybrids: the city's ordinances contain no exemption: assume a hybrid cannot drive in.
- Taxis and chauffeur cars (NCC): allowed.
- Residents: permit, €10 a year for the first car and €25 for each additional one.
- Deliveries and tradespeople: paid annual permit (€25), deliveries from 2:00 to 11:00 and from 15:30 to 17:00.
Visitors: hotels, rental cars, tickets
Staying in a hotel
Only accommodation located inside the ZTL can register your number plate. A hotel outside the zone gives you no right to drive in. It must do so no later than 48 hours after you enter. Give your plate number to reception as soon as you arrive. Hotels in a ZTL: what to do, with each city's deadline.
Tickets for non-residents
There is no day ticket for tourists. Temporary permits do exist (€5 temporary transit and parking permit for occasional, justified needs), but only for the specific cases the city lists, not for sightseeing. The simplest option is to park outside and walk or take a bus.
Rental cars
The fine notice goes to the rental company, which names you as the driver and, depending on your contract, may charge an admin fee, before the fine itself reaches you, sometimes months later. A registration made in time by your hotel covers a rental car just as well: all that counts is the number plate. The rental company's fees are set out in the rental car guide.
Driving in. Take the Ponte Umbertino and park before the cameras: the Talete car park, the blue pay bays on Riva Nazario Sauro or the free white bays on Riva della Posta. The Molo car park is linked to the island by minibuses.
Hotel inside the ZTL. The authorisation covers driving through, never parking: you drive to your accommodation, then park outside the zone. Since 11 June 2026, hotels and guesthouses have registered plates on a single platform that issues day passes, up to their number of rooms. At launch only half had signed up, so ask yours to confirm it has.
Taxis from elsewhere. Only taxis and private hire cars (NCC) licensed in Syracuse drive in without formalities; a driver from another town must register the trip within 48 hours. The council does enforce: 24,099 unauthorised entries in 2024, 3,656 of them in July.
Syracuse in numbers
- 2 separate zones, 1 of them active around the clock.
- At least 3 cameras in total.
Where official sources disagree
Read this before relying on the hours. The times shown come from order no. 623 of 15 October 2025. Last winter they were suspended from 24 December 2025 to 31 March 2026; their return on 1 April 2026 is known only from the local press, and no order from April 2026 could be found, as the council website cannot be reached from France. The rules have changed five times in a year and a new ZTL plan is in preparation. So check the signs at the entrance to the island, especially in winter and over the holidays.
- Which timetable applies: a council page updated in May 2025 still presents the 2019 order (summer weekdays 8 pm to 2 am only) as “still in force”. We follow the more recent order no. 623.
- Out-of-date service page: the permits page, updated on 26 May 2026, still shows the winter hours of order no. 791 (Fridays 8 pm to midnight, Saturdays 5 pm to midnight, Sundays 11 am to midnight), which only applied until 31 March 2026. No winter timetable for 2026-27 had been published by 22 October 2026.
- New Year 2026: two timetables were published for 1 January, midnight to 5 am then 10 am to 2 am (page of 18 December 2025), or midnight to 5 am then 11 am to midnight (order no. 791 and the notice of 29 December). As no. 791 revokes the earlier order, the second version applied.
- Residents' permit: valid for one year according to the 2026 service page, two years under the 2016 order. We use one year.
- Wrong attachment: the PDF labelled “order no. 322/2019” on the service page is not the order it claims to be.
If you drive in without a permit
Driving past an active gate without a permit costs €83 to €332 (article 7 of the Italian Highway Code), cut by 30% if you pay within 5 days. Since the 2024 reform, when the passages are recorded by camera rather than by an officer on the spot, only one fine per calendar day applies within the same ZTL, even if you drive through several times (article 198); two different zones mean two fines. For drivers living abroad, the notice can arrive up to 360 days after the offence. No licence points are deducted. If you think you were entitled to enter (hotel, disabled badge), contact the office named on the notice before paying: a late registration can sometimes still be sorted out. Amount, deadlines and appeals: all about the ZTL fine.
Frequently asked questions
Is Ortigia closed on Sundays?
Yes, for longer than on weekdays: from 10 am to 2 am without a break, as on public holidays. These hours date from October 2025, so check the sign.
When can you drive into Ortigia freely?
Monday to Saturday from 2 am to 11 am and from 3.30 pm to 5 pm; Sundays and public holidays from 2 am to 10 am. Parking is still banned outside the yellow bays.
My hotel is on Ortigia: can I leave the car there?
No. A hotel inside the ZTL registers your plate within 48 hours, but for driving through only. The car must then be parked outside the zone, at the Talete car park for instance.
Where should I park to visit Ortigia?
On the island, before the cameras, via the Ponte Umbertino: the Talete car park, Riva Nazario Sauro (paid) or Riva della Posta (free). Or at the Molo car park, linked by minibus.
Is there a day pass for tourists?
No. The €5 temporary permit is reserved for occasional, justified needs (a wedding, filming, a bulky item), not sightseeing.
