Right now in Salerno
- ZTL Centro Storico …
- Area pedonale urbana (via Portanova, via Masuccio Salernitano, piazza Sant'Agostino) …
Worked out with Italian time and public holidays from the official hours. The sign at the gate always prevails. Reading the varco sign.
Look for Salerno's ZTL hours and you will find none, for a reason: since the 1994 resolution that created it, the city's acts have banned unauthorised vehicles with no time limit. The only time windows on paper belong to permits: 6:00 to 9:30 and 14:00 to 17:00 for deliveries, 23:00 to 9:00 and 14:00 to 16:00 for residents using the Via Portanova camera. We read this as a zone closed at all times, bank holidays included. It is our reading of the texts; no council page spells it out.
There is only one ZTL, but it grew in two stages: the medieval core of 1994, between Via Roma and the hill below the cathedral, and the 2020 extension to Corso Garibaldi and the lower end of Corso Vittorio Emanuele, the main shopping street. More change is coming: a new control system with 15 cameras was awarded in 2026.
The zones and their hours
ZTL Centro Storico
It runs from Via Roma on the seafront up to Via Arce and Piazza Portarotese on the hillside, between Via Fusandola and Via Velia; Via Duomo, Via dei Mercanti and Largo Campo are inside. The three cameras on the Corso have been working since 2023. The exit cameras watch for a banned move: leaving the wrong way down a one-way street (Via Portanova towards Via Roma, Via Vigorito, Via Porta di Mare, Via Portacatena).
There are no time slots here: the ban applies day and night, all year round, public holidays included.
14 cameras read number plates: 10 at the entrances and 4 at the exits.
List of the 14 cameras (varchi)
Via Antica Corte · Via San Michele · Via Nicola Monterisi · Via Romualdo II Guarna · Via Portanova (ingresso da via Roma) · Via Antonio Mazza · Via Duomo (angolo via Roma) · Via Raffaele Conforti (direzione nord) · Corso Garibaldi (angolo via R. Conforti) · Corso Vittorio Emanuele (angolo via dei Principati) · Via Portanova (uscita contromano) · Via Giuseppe Vigorito (uscita) · Via Porta di Mare (uscita) · Via Portacatena (uscita)
Area pedonale urbana (via Portanova, via Masuccio Salernitano, piazza Sant'Agostino)
Pedestrianised in April 2022: Via Portanova up to no. 16, Via Masuccio Salernitano from no. 17 to 79, and Piazza Sant'Agostino. Removable railings and the square's gate keep out cars and motorbikes.
There are no time slots here: the ban applies day and night, all year round, public holidays included.
There are no cameras here: the way in is closed by a barrier or bollards that only open for authorised vehicles.
Who can drive in
- Electric cars: no exemption. Compare with other cities.
- Hybrids: no exemption for private drivers.
- Taxis and chauffeur cars (NCC): allowed once registered on the white list.
- Residents: permit.
- Deliveries and tradespeople: paid annual permit (€10), deliveries from 6:00 to 9:30 and from 14:00 to 17:00.
Visitors: hotels, rental cars, tickets
Staying in a hotel
Only accommodation located inside the ZTL can register your number plate. A hotel outside the zone gives you no right to drive in. It must do so within 7 days of your entry. Give your plate number to reception as soon as you arrive. To compare with other cities, see the guide to hotels inside a ZTL.
Using a car park inside the zone
The garage registers your plate, and access is then free. Check with the attendant when you arrive.
Tickets for non-residents
There is no day ticket for tourists. Temporary permits do exist (€10 for 2 hours for a religious ceremony, 1 to 5 vehicles), but only for the specific cases the city lists, not for sightseeing. The simplest option is to park outside and walk or take a bus.
Rental cars
The fine notice goes to the rental company, which names you as the driver and, depending on your contract, may charge an admin fee, before the fine itself reaches you, sometimes months later. A registration made in time by your hotel or garage covers a rental car just as well: all that counts is the number plate. Admin fees, timings, appeals: see our guide to rental cars and ZTLs.
Via Raffaele Conforti: closed to all traffic since 24 August 2026, until the works on Corso Vittorio Emanuele are finished. Its camera is not an entry point for now.
At your hotel: the hotel, B&B or garage inside the zone sends the Ufficio Varchi a weekly list of the vehicles that drove to it, with the plate, the entry camera and the dates of the stay. Access is free; tell reception which street you came in by. The rules make no provision for guest parking.
A one-off trip: form Mod. B1, sent by certified e-mail (PEC) or ordinary e-mail with the logbook and an ID document, gives one day's free access, for a stated reason and through a chosen camera. It is valid only during delivery hours, at most four times a month, at the office's discretion.
Blue Badge: no sign that Salerno has joined the national CUDE platform. The plate is added free of charge to the white list, for a badge issued by any Italian council or EU country. With another car, the holder reports the trip to the municipal police; no deadline is set.
Residents: three-year permit, €10 admin fee per application.
Motorbikes and scooters: the 1994 resolution can be read either as an exemption or as a ban. With no clear source, ask the Ufficio Varchi (ztlsalerno@comune.salerno.it).
Salerno in numbers
- 14 cameras in total.
Where official sources disagree
- Cameras: the July 2021 regulation announces 11, the March 2022 forms list 7, Mod. B1 of June 2022 lists 10, and the technical report of 28 April 2023 counts 14, 4 of them at exits. We use this latest list of names; the new system approved in July 2025 plans 15.
- Hours: no official page gives any; the permanent closure is inferred from the acts and should be confirmed with the Ufficio Varchi.
- Via Portanova and Via Conforti: the first has been pedestrianised since April 2022 and the second closed since 24 August 2026, yet Mod. B1 still offers both as cameras.
- Electric cars: a Salerno Mobilità page (June 2023) says their permit opens the ZTL; the yearly resolutions, up to the one of 30 December 2025, only cover parking. We assume there is no exemption.
- Hybrids: the title of the resolution of 28 December 2022 still mentions “free access to the ZTL”, but the concession ended on 31 December 2022.
- Non-resident householders: the form mentions a “triennio” (three years), the regulation a yearly permit; we follow the regulation.
If you drive in without a permit
Driving past an active gate without a permit costs €83 to €332 (article 7 of the Italian Highway Code), cut by 30% if you pay within 5 days. Since the 2024 reform, when the passages are recorded by camera rather than by an officer on the spot, only one fine per calendar day applies within the same ZTL, even if you drive through several times (article 198); two different zones mean two fines. For drivers living abroad, the notice can arrive up to 360 days after the offence. No licence points are deducted. If you think you were entitled to enter (hotel, disabled badge), contact the office named on the notice before paying: a late registration can sometimes still be sorted out. Paying from abroad, deadlines and appeals are explained in the ZTL fine guide.
Frequently asked questions
Is Salerno's old town open on Sundays or in the evening?
No. The acts allow no free hours, bank holidays included; only permits have time windows. The sign at the camera is what counts.
My hotel is in the old town: what do I need to do?
Give reception your plate and the street you drove in by: the hotel reports its guests' vehicles every week and access is free. A hotel outside the zone cannot report anything.
Is there a ticket for visiting Salerno by car?
No. The free occasional pass (Mod. B1) needs a reason, works only during delivery hours and at most four times a month: it is not meant for sightseeing.
Is Corso Vittorio Emanuele in the ZTL?
The lower end is, since 2020, with a camera at the corner of Via dei Principati.
Can I ride a scooter in?
That is not settled. Ask the Ufficio Varchi ZTL first (ztlsalerno@comune.salerno.it).
