Worked out with Italian time and public holidays from the official hours. The sign at the gate always prevails.
Drive through one of Parma's camera gates by mistake and you are not necessarily facing a fine: the city sells an after-the-fact regularisation, the ROZ at €15, which you can still buy until 23:59 the following day. To enter legally from the start, there are two tickets, to be activated before the gate, and both include parking in the zone's pay bays: €5 for two hours, €10 until 7.30 pm.
Inside the ring of boulevards (the "viali"), the centre is split between three numbered ZTLs. They are closed from 7.30 am to 7.30 pm every day, bank holidays included, and open at night. No ticket, however, gets you into the isole ambientali, effectively pedestrian streets closed round the clock: Piazza Duomo, the Baptistery and Strada Cavour are among them.
The zones and their hours
ZTL 1
The north and west of the centre, from Piazza Ghiaia to Via Verdi. Four streets are closed 24 hours a day: Via Corsi, Via Dalmazia (towards Viale Mentana), Vicolo Mauroner and Borgo Valorio. Via Borghesi is due to become pedestrian, but the order putting this into effect had not been published by 21 October 2026.
It is active at these times:
- Every day, 7:30 to 19:30, public holidays included.
Outside these hours, access is free.
The entrances are watched by 2 plate-reading cameras, known as varchi.

It is active at these times:
- Every day, 7:30 to 11:30, public holidays included.

Strada XXII Luglio
ZTL 3 (Oltretorrente)
The Oltretorrente, on the left bank. Official sources list no ZTL camera here, but the zone is bordered by the monitored bus lanes of Strada D'Azeglio and Strada Bixio, which are enforced 24 hours a day.
It is active at these times:
- Every day, 7:30 to 19:30, public holidays included.
Outside these hours, access is free.
ZTL Stazione
Via Cecchi and Piazzale Dalla Chiesa, in front of the station: closed at all times, with no camera of its own in the sources we read.
There are no time slots here: the ban applies day and night, all year round, public holidays included.
Isola ambientale Tommasini-Sauro
Parma's only pedestrian zone watched by a camera, since 2019, at the corner of Via Nazario Sauro and Borgo Tommasini.
There are no time slots here: the ban applies day and night, all year round, public holidays included.
A single camera checks the entrance.

Borgo G. Tommasini angolo via N. Sauro
Isole ambientali (zone pedonali del centro)
Around 80 streets, including the historic heart: Piazza Duomo, Strada Cavour, Piazza della Steccata, Via Mazzini. With a BZ or GZ ticket, you can ask the Infomobility office for a pass between 9 and 10.30 am or between 3 and 3.30 pm.
There are no time slots here: the ban applies day and night, all year round, public holidays included.
There are no cameras here: the municipal police check on the spot.
Who can drive in
- Motorbikes and scooters: free everywhere except in these zones: Isola ambientale Tommasini-Sauro and Isole ambientali (zone pedonali del centro), where the same rules as for cars apply.
- Disabled parking badge: the city is connected to the national CUDE platform; a vehicle registered there can enter with no further steps. With a foreign badge or an unregistered car, report the plate before you drive in or within 48 hours afterwards.
- Electric cars: no automatic exemption; there is an annual permit (€10).
- Taxis and chauffeur cars (NCC): allowed once registered on the white list.
- Residents: permit for their own sector.
- Deliveries and tradespeople: paid permit, deliveries from 6:00 to 22:00.
Visitors: hotels, rental cars, tickets
Staying in a hotel
Only accommodation located inside the ZTL can register your number plate. A hotel outside the zone gives you no right to drive in. Give your plate number to reception as soon as you arrive.
Tickets for non-residents
Visitors can pay to drive in: €5 BZ – 2 hours, 2 hours' parking included (activate before the gate); €10 GZ – full day, parking included until 7.30 pm (activate before the gate); €15 ROZ – regularises an unauthorised entry AFTERWARDS, until 23:59 the next day (no parking). Access tickets must be bought before you pass the gate; only the regularisation is paid afterwards.
Rental cars
The fine notice goes to the rental company, which names you as the driver and usually charges an admin fee, before the fine itself reaches you, sometimes months later. A registration made in time by your hotel covers a rental car just as well: all that counts is the number plate.
Tickets are sold in the Tap&Park app, on the Infomobility website, at dedicated pay machines near the gates, at the office on Viale Mentana 29/A and in around a hundred approved tobacconists; you enter the plate, the date and the time. For the ROZ, you give the date of the entry, not the date you pay; without an Italian tax code, you register with your first name and surname run together.
The real trap is the bus lanes: same cameras, same penalty. Mariotti, Toscanini and Zarotto follow the 7.30 am to 7.30 pm timetable; Garibaldi, Repubblica, Bixio, D'Azeglio, Falcone and Montebello are enforced round the clock. Electric cars have been barred from them since 2024. Their AAA@ permit (€10 a year plus €5 for the card), open to non-residents too, covers the ZTLs only; plug-in hybrids get the AAA plugin permit at the same price, conventional hybrids nothing.
Outside the ZTLs, from October to March, on weekdays from 8.30 am to 6.30 pm, the Area Verde closes the area inside the ring roads ("tangenziali") to diesels up to Euro 4. On match days at the Tardini stadium, streets are shut by temporary order. Public car parks inside the zone can be reached without a permit, but the procedure for one-off customers is not published.
Parma in numbers
- 7 separate zones, 3 of them active around the clock.
- At least 5 cameras in total.
Where official sources disagree
- Hotel guests: the order of 18 June 2024 lets them in without a specific permit to unload luggage; the tariff annex of May 2025 creates a pass paid for by the hotel (€0.10 to €1 per day and per plate) and parking at €4 a day; the Infomobility page of March 2026 asks only for the plate and dates. We state only what all three agree on: registration by accommodation located inside the zone.
- BZ/GZ ticket: the 2025 annex calls it "exceptional", while Infomobility and the 2026 leaflet open it to everyone. We follow the open sale.
- Cameras: 5 according to Infomobility, 6 devices according to the 2019 order (two at the Tommasini-Sauro corner), 4 in annex 4 of 2025. We count 5.
- Out-of-date order: the "Varchi e ZTL" page still links to the order of 27 February 2019, replaced in June 2024.
- Area Verde: the page announces enforcing cameras "from 2026", but no activation order could be found as of 21 October 2026.
If you drive in without a permit
Driving past an active gate without a permit costs €83 to €332 (article 7 of the Italian Highway Code), cut by 30% if you pay within 5 days. Since the 2024 reform, when the passages are recorded by camera rather than by an officer on the spot, only one fine per calendar day applies for the same ban, even if you drive through several times (article 198). No licence points are deducted. If you think you were entitled to enter (hotel, disabled badge), contact the office named on the notice before paying: a late registration can sometimes still be sorted out.
Frequently asked questions

€5 for two hours, €10 for the day, parking included in both. It must be activated before you pass the gate.
