Right now in Livorno
- ZTL A notturna (quartiere Venezia) …
- ZTL B (piazza del Municipio) …
- ZTL C (via Buontalenti) …
- ZTL D (via San Francesco) …
- ZTL E (via Fiume) …
- ZTL K barrata (corso Mazzini) …
- ZTL M barrata (corso Amedeo, via Goldoni) …
Worked out with Italian time and public holidays from the official hours. The sign at the gate always prevails. Reading the varco sign.
Livorno does not have one big ZTL around its centre. Instead it has seven small sectors, each known by a letter (A, B, C, D, E, K barrata and M barrata) and each with its own residents. Around them, most of the centre is covered by ZSC zones, parking zones you can drive through freely. Mind the letters: in the Venezia district, the daytime ZSC A becomes ZTL A in the evening.
So the city runs on two clocks. Six sectors work by day, Monday to Saturday, and switch off on Sundays and public holidays. The seventh, in the Venezia district, only comes on at 8pm and stays on all night, every night of the year.
The zones and their hours
ZTL A notturna (quartiere Venezia)
The Venezia district: Via della Venezia, Scali delle Barchette, Piazza Anita Garibaldi, Piazza Santa Trinita and Via Sant'Anna. By day it is a parking zone, and the only ZTL in the city with pay-and-display spaces.
It is active at these times:
- Every night, 20:00 to 5:00, public holidays included.
Outside these hours, access is free.
3 number-plate cameras (“varchi”) watch the entrances.

ZTL B (piazza del Municipio)
A handful of streets around Piazza del Municipio, home of the town hall. The council's documents list no camera for this sector and do not say how it is enforced.
It is active at these times:
- Every day except Sundays, 7:30 to 20:00.
Outside these hours, access is free.
ZTL C (via Buontalenti)
The area around Via Buontalenti and Piazza Guerrazzi. Again, no camera is listed, but the ban still applies.
It is active at these times:
- Every day except Sundays, 7:30 to 20:00.
Outside these hours, access is free.
ZTL D (via San Francesco)
The sector with the most streets (21 on the official list), from Via San Francesco to Via Cadorna, including Piazza Benamozegh and Piazza Barontini.
It is active at these times:
- Every day except Sundays, 7:30 to 20:00.
Outside these hours, access is free.
The entrances are watched by 2 plate-reading cameras, known as varchi.

Who can drive in
- Motorbikes and scooters: free access, no paperwork.
- Disabled parking badge: the city is connected to the national CUDE platform; a vehicle registered there can enter with no further steps. With a foreign badge or an unregistered car, report the plate before you drive in or within 48 hours afterwards. Disabled badges and ZTLs: what to do, city by city.
- Electric cars: allowed once the number plate has been registered with the city. Every city's rules are compared in our guide to electric cars and two-wheelers.
- Hybrids: no exemption for private drivers.
- Taxis and chauffeur cars (NCC): allowed once registered on the white list, free of charge.
- Residents: permit for their own sector, free for the first car, €60 a year for the second and €150 a year from the third on.
- Deliveries and tradespeople: no permit needed from 7:30 to 10:30 and from 15:00 to 16:00; a permit is required outside these hours.
Visitors: hotels, rental cars, tickets
Staying in a hotel
The hotel can register your number plate. It must do so no later than 48 hours after you enter. Give your plate number to reception as soon as you arrive. To compare with other cities, see the guide to hotels inside a ZTL.
Tickets for non-residents
There is no day ticket for tourists. Temporary permits do exist (€5 per day for a resident's guest, €35 for 20 working days), but only for the specific cases the city lists, not for sightseeing. The simplest option is to park outside and walk or take a bus.
Rental cars
The fine notice goes to the rental company, which names you as the driver and, depending on your contract, may charge an admin fee, before the fine itself reaches you, sometimes months later. A registration made in time by your hotel covers a rental car just as well: all that counts is the number plate. Admin fees, timings, appeals: see our guide to rental cars and ZTLs.
Hotels. Your accommodation can register your number plate if it is in a ZTL or a ZSC. It chooses between three permits: parking in its own zone, one plate a day and for no more than a third of its rooms; luggage, open to every guest but only on the day you arrive and the day you leave (a stop of 30 minutes at most, according to the 2022 rules); and access to its own garage.
Electric cars and Blue Badges. Fully electric cars get in free once the plate has been notified, at least 15 days before the first trip, but no council page explains how a private driver should do this. Livorno adds its own badge holders to the national CUDE platform, a service it still calls experimental, without saying that a badge issued elsewhere is let through automatically. With a badge from another town, ask for your plate to be added temporarily to the whitelist; in an emergency you can sort it out within 48 hours on the freephone number 800 410 020.
Other cases. The visitor's permit is applied for online with SPID, CIE or CNS, which are Italian digital IDs, so a foreign visitor cannot apply alone. Only hire companies based inside a ZTL register their customers' plates.
Events. During Effetto Venezia 2026 (28 July to 3 August), ZTL A was lifted, but zones B, C, D and E ran round the clock, Sundays included. No source says whether the daytime sectors switch off on 22 May, the feast of Santa Giulia, the city's patron saint.
Piazza Garibaldi has been pedestrianised since 16 June 2026. The bus lane on Corso Amedeo is not a ZTL; its full hours are not published.
Livorno in numbers
- 7 separate zones, none of them active around the clock.
- At least 8 cameras in total.
- The strictest zone is closed 75 hours a week, public holidays aside.
Where official sources disagree
- Which hotels: the rules consolidated in September 2022 cover only accommodation inside a ZTL or a pedestrian area, with access to that zone alone; the council's service page of 28 July 2026 extends this to the ZSC zones and to every ZTL. We follow the 2026 page, the more recent of the two.
- Hotel deadline: the rules ask for notification "without delay", with 48 hours excluding weekends and holidays only if the system fails; the 2026 page sets 48 hours after the trip, which we use.
- Hotel fees: the service page and the 2026 tariff table give two different sets of figures, paid by the hotel rather than the guest.
- Residents: the old 2018 consolidated text, still online, gives €60, €100 and €150; the 2026 table gives €0, €60 and €150, which we use.
- "ZTL H 24": the street list of December 2021 adds a round-the-clock zone on eleven waterfront streets of the Venezia district; the 2022 rules ignore it and no camera is linked to it. We do not show it as a zone.
- Cameras: the council names 8 cameras without saying which zone each belongs to. The allocation shown here is worked out from the street each camera is on. None is listed for B and C, hence "at least 8".
- Day permits: the 2022 rules say they await a new IT system; they are now on sale online. That clause is out of date.
If you drive in without a permit
Driving past an active gate without a permit costs €83 to €332 (article 7 of the Italian Highway Code), cut by 30% if you pay within 5 days. Since the 2024 reform, when the passages are recorded by camera rather than by an officer on the spot, only one fine per calendar day applies within the same ZTL, even if you drive through several times (article 198); two different zones mean two fines. For drivers living abroad, the notice can arrive up to 360 days after the offence. No licence points are deducted. If you think you were entitled to enter (hotel, disabled badge), contact the office named on the notice before paying: a late registration can sometimes still be sorted out. To appeal or pay from abroad, see our guide to the fine.
Frequently asked questions
Can I drive into central Livorno on a Sunday?
Yes, into zones B, C, D, E, K and M, which are off on Sundays and public holidays. ZTL A in the Venezia district, however, is on every night from 8pm to 5am.
Can my hotel register my number plate?
Yes, if it is in a ZTL or a ZSC, within 48 hours of your trip. Ask whether that lets you park or only drop off your luggage.
Is there a day ticket for tourists?
No. The €5 a day permit is only for a resident's guest, and you need an Italian digital ID to apply.
Can I drive to dinner in the Venezia district?
Not without a permit after 8pm: ZTL A is on until 5am, public holidays included. Park before you enter the district.
Can motorbikes enter Livorno's ZTLs?
Yes, all zones, with no paperwork, but they must not park in car spaces.
