Worked out with Italian time and public holidays from the official hours. The sign at the gate always prevails.
In Lecce's baroque old town, visitors can drive in without a permit if they pick the right window: Monday to Saturday, 10:00 to 13:00 and 16:30 to 20:00, the cameras of the ZTL Centro Storico are off. Two traps change the picture. Four entrances, including Porta Napoli, the obvious way in from the north, are watched day and night. And the city checks exits as well as entries.
These times come from orders issued in summer 2025, which the council described as a twelve-month trial running to 31 July 2026, with a gradual round-the-clock closure of the whole centre in mind. Nothing new has been published since, so this is the latest known regime and the one we show.
The zones and their hours
ZTL Centro Storico
The whole old town, inside the ring formed by Via XXV Luglio, Viale Marconi, Viale Lo Re, Via Duca degli Abruzzi, Viale Gallipoli, Via Adua and Viale De Pietro. Under the boundary redrawn in April 2025, Piazzetta Castromediano is now inside, and the Via Marco Aurelio camera has moved back to Vico Mondo Nuovo, so the Via Marco Aurelio car park can be reached at any hour. Inside there is also a permanent ZTL and pedestrian areas closed by retractable bollards, but no up-to-date list of their streets has been published.
It is active at these times:
- Every day except Sundays, midnight to 10:00.
- Every day except Sundays, 13:00 to 16:30.
- Every day except Sundays, 20:00 to midnight.
- Sundays and public holidays, all day.
Outside these hours, access is free, except through the “Varchi attivi H24” entrances, which are controlled at other times.
14 cameras read number plates: 8 at the entrances and 6 at the exits.
Inside, the speed limit is 30 km/h.

Varchi attivi H24
Not a separate district: four gates of the same ZTL that are never switched off. Porta Napoli on the Piazza Rizzo side since 1 August 2025, and Via Trinchese, Via Biccari and Via dei Mocenigo on Via XXV Luglio since 9 September 2025. During the free windows, use another entrance.
There are no time slots here: the ban applies day and night, all year round, public holidays included.
4 cameras read number plates: 3 at the entrances and 1 at the exits.

Who can drive in
- Motorbikes and scooters: free access, no paperwork.
- Disabled parking badge: the number plate must be reported before you drive in or within 48 hours afterwards.
- Electric cars: no exemption.
- Hybrids: no exemption for private drivers.
- Taxis and chauffeur cars (NCC): allowed once registered on the white list, free of charge.
- Residents: permit.
- Deliveries and tradespeople: paid permit (€10).
Visitors: hotels, rental cars, tickets
Staying in a hotel
Only accommodation located inside the ZTL can register your number plate. A hotel outside the zone gives you no right to drive in. It must do so no later than 48 hours after you enter. Give your plate number to reception as soon as you arrive.
Tickets for non-residents
There is no day ticket for tourists. Temporary permits do exist (€5 per day, valid from midnight to midnight on the same day), but only for the specific cases the city lists, not for sightseeing. The simplest option is to park outside and walk or take a bus.
Rental cars
The fine notice goes to the rental company, which names you as the driver and usually charges an admin fee, before the fine itself reaches you, sometimes months later. A registration made in time by your hotel covers a rental car just as well: all that counts is the number plate.
Drive in during a free window and leave before it ends: 7 of the 18 cameras only check exits, so a car still inside at 13:00 or 20:00 can be recorded on the way out. The rules also penalise simply cutting through the centre as a short cut, even with a permit.
For hotel guests the rule is tight. A hotel inside the zone, once registered (free of charge), only covers your arrival and departure days, with a 20-minute stop and a parking disc to unload and load luggage. Your whole stay is covered only if the hotel has its own parking spaces. Public car parks are banned inside the ZTL, so no garage will register your plate.
A trip to a pharmacy or family doctor inside the zone can be reported afterwards, free of charge, within 48 hours, with the receipt or a doctor's note. That report, like the one for a disabled badge, is accepted only by PEC (certified email to protocollo@pec.comune.lecce.it) or at the council's registry office; the transiti.ztl address still printed on older documents is closed. Fees follow the 2021 price list.
Visiting a resident? Each household has 5 visitor entries a month, to be reported by the 10th of the following month. Taxis and private-hire cars (NCC) from other towns can get a permit for up to four months, renewable, or report their trip within 48 hours.
Lecce in numbers
- 18 cameras in total, ranking 9 of the 20 cities on this site.
- The strictest zone is closed 168 hours a week, public holidays aside.
Where official sources disagree
- Expired trial: order no. 1679 of 16 July 2025 sets the current times and round-the-clock Porta Napoli for twelve months, i.e. until 31 July 2026. As of 22 October 2026 no extension or new regime has been published; we keep these times, but the sign at the camera prevails.
- Free windows: the 2023 leaflet and the 2014 open data give other, out-of-date times.
- Order no. 2069 of 9 September 2025: it refers to a “control period” from 10:00 to 13:00 and 16:30 to 20:00. Order no. 1679 makes clear that the cameras are off at those times; we follow that reading.
- Gates watched round the clock: the operative text of the 5 September 2025 resolution names only Via Trinchese and Via dei Mocenigo; the table in the same act adds Via Biccari. We follow the table.
- Via Maremonti: an entry camera according to an April 2025 notice, an exit camera according to the more recent September 2025 table, which we follow.
- Deliveries: the regulations still show the old times; order no. 1689 of 17 July 2025 replaced them with 5:30–9:30 and 15:00–16:00 (6:00–9:30 on Sundays and public holidays).
- Disabled badge: joining the national CUDE platform was announced in June 2023, but the April 2026 forms still require notice within 48 hours.
- Speed: the 20 km/h limit mentioned in 2026 by unofficial websites appears in no official act; we keep 30 km/h.
If you drive in without a permit
Driving past an active gate without a permit costs €83 to €332 (article 7 of the Italian Highway Code), cut by 30% if you pay within 5 days. Since the 2024 reform, when the passages are recorded by camera rather than by an officer on the spot, only one fine per calendar day applies for the same ban, even if you drive through several times (article 198). No licence points are deducted. If you think you were entitled to enter (hotel, disabled badge), contact the office named on the notice before paying: a late registration can sometimes still be sorted out.
Frequently asked questions
Can I drive into Lecce's old town without a permit?
Yes, Monday to Saturday from 10:00 to 13:00 and 16:30 to 20:00, but not through Porta Napoli, Via Trinchese, Via Biccari or Via dei Mocenigo, which are watched round the clock. Leave before the window closes.
Is Lecce's ZTL active on Sundays?
Yes, all day, as on public holidays.
My hotel is in the old town: can I drive there?
Yes, on your arrival and departure days, with a 20-minute stop for luggage. The hotel must send your plate no later than 48 hours after you enter. To keep the car there for the whole stay, the hotel needs its own parking spaces.
Is there a day pass for tourists?
No. The €5 day permit is reserved for justified exceptional or urgent needs, five times a month at most.
I drove in to go to a pharmacy: what should I do?
Send the “Dichiarazione di transito in ZTL” within 48 hours by PEC to protocollo@pec.comune.lecce.it, with the pharmacy receipt. It costs nothing.
