Cagliari ZTL: hours, cameras and who can drive in

Right now in Cagliari

Worked out with Italian time and public holidays from the official hours. The sign at the gate always prevails. Reading the varco sign.

Old Cagliari is made up of four historic quarters, and each one has its own ZTL running on its own clock: no two of them close at the same time. Castello, the walled hilltop citadel, is closed overnight and until 9 in the morning; Marina and Villanova overnight plus an hour and a half in the afternoon; and Stampace is split into two zones that work in opposite ways. Knowing when one quarter is open tells you nothing about the one next door.

Since the city council decision of 2 December 2025 there has been a sixth zone, well away from the old town: the seafront at Poetto, the city's long beach, closed day and night. The city's rules also contain a point that catches people out: during active hours the cameras check not only who drives in, but also who is parked and who drives out.

The zones and their hours

ZTL Castello

The quarter inside the citadel walls. The roads running round it (Viale Buoncammino, Piazza Yenne, Piazza Arsenale) form the boundary and stay open.

It is active at these times:

Outside these hours, access is free.

ZTL Marina

The quarter between the harbour and Castello, bounded by Via Roma and Largo Carlo Felice. Many of its lanes, around Piazza Sant'Eulalia, are pedestrian areas as well.

It is active at these times:

Outside these hours, access is free.

ZTL Stampace Alto

Upper Stampace, at the foot of Castello. Via Azuni and Via Santa Margherita run through it with no time restriction.

It is active at these times:

Outside these hours, access is free.

ZTL Stampace Basso

Lower Stampace, between Largo Carlo Felice, Piazza del Carmine and Viale Trieste. It is the only zone that is never active in the evening, on Sundays or on public holidays.

It is active at these times:

Outside these hours, access is free.

ZTL Villanova

The quarter east of Castello, between Piazza Garibaldi, Via Bacaredda and Piazza Kennedy. Its heart, around Piazza San Giacomo and Via San Giovanni, is largely pedestrianised.

It is active at these times:

Outside these hours, access is free.

ZTL Poetto

The Poetto seafront (lungomare) from Piazza degli Arcipelaghi to Via dell'Ippodromo, plus the side streets Via Capri, Gorgona, Ponza and Ischia as far as Via dei Villini.

There are no time slots here: the ban applies day and night, all year round, public holidays included.

Who can drive in

Visitors: hotels, rental cars, tickets

Staying in a hotel

Only accommodation located inside the ZTL can register your number plate. A hotel outside the zone gives you no right to drive in. Send the hotel your plate number before you arrive. This access is only for dropping off or picking up luggage: you may stop for 60 minutes at most, then the car must leave the zone. To compare with other cities, see the guide to hotels inside a ZTL.

Tickets for non-residents

There is no day ticket for tourists. Temporary permits do exist (€5 exceptional-case permit, on a justified application and after review, plus a 16 € revenue stamp), but only for the specific cases the city lists, not for sightseeing. The simplest option is to park outside and walk or take a bus.

Rental cars

The fine notice goes to the rental company, which names you as the driver and, depending on your contract, may charge an admin fee, before the fine itself reaches you, sometimes months later. A registration made in time by your hotel covers a rental car just as well: all that counts is the number plate. What the rental company charges, and how to avoid it, is covered in a separate guide.

What the city does not publish: neither the number nor the location of its cameras, nor the executive decision (Giunta) that sets the boundaries and hours. The times on this page come from the official map on the city's SIT geoportal. If the sign at the entrance says something different, follow the sign.

Boundary streets are open at any time (Via Roma, Largo Carlo Felice, Viale Buoncammino…), except Via Manno, Via Garibaldi and the first stretch of Corso Vittorio Emanuele II, which are pedestrian round the clock.

At your hotel: a hotel on a boundary street is not entitled to the pass. The others give you a pass to display with a parking disc, on the arrival and departure days only, and can only register cars for up to 10% of their rooms at once, so tell them early.

Electric cars: fully electric only ("ELETTR" in box P.3 of the registration document). The pass is valid until 31 December in every zone and also gives free parking in the pay-and-display street spaces run by Parkar and Apcoa, except in the port area. Applying online requires SPID or CIE.

Blue Badge holders: the procedure is local, and the city makes no mention of the national CUDE platform. Only in an emergency may you drive in with an unregistered vehicle and then justify it to the Polizia Municipale within 7 days.

Lorries over 3.5 t and coaches with more than 12 seats are never allowed in. The delivery pass is a day pass for a stop of 15 minutes at most; residents pay 5 € for two years.

Where official sources disagree

If you drive in without a permit

Driving past an active gate without a permit costs €83 to €332 (article 7 of the Italian Highway Code), cut by 30% if you pay within 5 days. Since the 2024 reform, when the passages are recorded by camera rather than by an officer on the spot, only one fine per calendar day applies within the same ZTL, even if you drive through several times (article 198); two different zones mean two fines. For drivers living abroad, the notice can arrive up to 360 days after the offence. No licence points are deducted. If you think you were entitled to enter (hotel, disabled badge), contact the office named on the notice before paying: a late registration can sometimes still be sorted out. Amount, deadlines and appeals: all about the ZTL fine.

Frequently asked questions

Is the Cagliari ZTL active on Sundays?

Yes, except in Stampace Basso, which is open on Sundays and public holidays. Poetto is always closed.

When can I drive up to Castello?

From 09:00 to midnight access is free; the zone is only active from midnight to 09:00, public holidays included.

My hotel is in Marina: how do I get there by car?

Give the hotel your number plate before you arrive. Access is only for unloading luggage, with a stop of 60 minutes at most, parking disc and hotel pass on display.

Can I park on the Poetto seafront?

Not inside the zone: the seafront road and its side streets are closed to unauthorised vehicles 24 hours a day.

Is there a tourist ticket in Cagliari?

No. The only option outside the listed categories is the exceptional-case pass: a justified application, a 16 € revenue stamp, then 5 € if approved, and never for the same day.
